One day Micha, a youngster who has been jobless for a long time, simply starts to do odd jobs free of charge for other people. No one has asked him to do so or given him permission. At first the police dismiss it as a harmless gag; they say it’s the work of “fairies”. But when Micha repairs the sewage system, which the municipality has neglected for weeks, the authorities finally take serious notice and go after the “Underground Worker”.

The press picks up the story. A suspended policeman, Alfred, illegally pursues the case and manages to arrest Micha. A group of bumbling leftists, who are seeking to gain political mileage from the subversive activity of the Underground Worker, issues a call for copycat action. The situation takes on international dimensions as it escalates into chaos and confusion.
